En erfaren alarmoperatør får at vide, at hendes datter holdes som gidsel, og hun tvinges til at følge stemmens opfordring: at sende alle politibiler og brandbiler i Los Angeles ud til afsides adresser, hvor de bliver mødt af kaos – smadrede biler, eksplosioner og skyderi.
